#7 PARAMETERS OF THE KEY COMMODITIES IDENTIFIED Then for each key commodity, the technical experts identify the parameters of the key commodity which are required [sic] for the key commodity to produce the end item at the state-of-the-art level for the parameters identified. Each Parameter listed for a key commodity is a single number attributes [sic] of the key commodity itself not of the item produced. The key parameters must be stated in terms of "minimum", "maximum" or "threshold level" to indicate what is required for state-of-the-art.
